"You can't go to China and become Chinese," then he points to the White House like Obama became an American when he wasn't one, and says something like, "American exceptionalism."

Yeah, a complete moron, just seems no one pays enough attention to catch most of his careless mistakes and stupidities.

I'm not aware of any good reason why anyone should rely upon Chris Matthews for anything. Or other TV gas bags of any stripe. They have been wrong about a great many things, including calling certain people in positions of authority "liberals" or "progessives" when they are not. I can't see how it makes any difference as to whether he uses the phrase "executive order" consistent with the Federal Register's explanation or not.

It wasn't an EO for the whole DREAM Act. It's just so the non-residents brought here at age 15 or younger can apply for two year terms to be allowed to stay, then they can re-apply, and re-apply, etc. As long as certain conditions are met, like no felonies, they will be allowed to stay legally, but not a right to citizenship. So it's different from the DREAM Act, but it's part of it.

Obama didn't use the words Executive Order, but all the reports, confirmed by Napolitano, are that's what it is.
